Welcome
Talbot Village Trust (the Charity), and Nuffield Health (Nuffield), welcome you to this public consultation about our emerging plans for the development of an Innovation Quarter which will include a brand-new Nuffield Health Hospital. We are looking forward to hearing your views on how we can best make this a place which links the local community, students and academics with clinicians, entrepreneurs and innovators. Our aim is to balance the needs of the environment with the opportunity for collaboration, conversation, the provision of much needed additional healthcare capacity, and the creation of skilled jobs to retain young people here in Bournemouth and Poole.
Following this consultation and once all feedback has been consolidated and reviewed, two planning applications will be submitted:
- TV2 Innovation Quarter outline planning application: this will deal with matters of principle such as the proposed uses, the scale and height of buildings, an indicative layout and access to the whole site.
- Nuffield Health detailed planning application: this will include matters such as the detailed design of the building, window locations, building materials, access, servicing and parking arrangements.

Background
This consultation relates directly to the unviable marginal grazing land at Highmoor Farm which, following extensive public consultation, is formally allocated for development at sites TV2 and TV3 in the Poole Local Plan 2018 at Policy PP21 and the adopted Supplementary Policy Document for Talbot Village.
There are several important factors driving the need for a new Nuffield Health hospital to serve Bournemouth and Poole. Nuffield Health has been looking for over eight years to find a suitable site in Bournemouth to build a leading and pioneering new hospital. Given the urgency to provide greater healthcare capacity in Bournemouth and Poole, Nuffield Health is pleased to have found a site that has been earmarked for development for several years and is looking forward to presenting its detailed plans for a new hospital within this consultation.
Introduction
Nuffield Health is the UK’s largest healthcare charity. For the last 65 years, Nuffield Health’s experts have been working together to make the nation fitter, healthier, happier, and stronger, all for the public benefit.
Talbot Village Trust is a charity which has been supporting south east Dorset’s communities to live well since 1850. We exist to help people transform their lives for the better.
Georgina and Mary Anne Talbot founded the Charity to support others by promoting opportunities for work and care for all those in the community. Today those founding principles can best be delivered by using part of the Talbot sister’s land for an Innovation Quarter. The Innovation Quarter will support the two Universities, providing high quality jobs for young people enabling them to stay in the region, and deliver much needed state-of-the-art healthcare.
The Charity will retain the freehold of the land ensuring that Innovation Quarter is managed for the long-term benefit of the community. The funds generated throughout the life of the development will go to the Charity to enhance its long-term grant giving support for communities and for those most in need in the area.
The Charity is fully committed to protecting and enhancing the important wildlife habitat on Talbot Heath. We have no intention of building on the protected heath, now or in the future.
The plan below shows the location of the proposed Innovation Quarter, consistent with the adopted Policy PP21 in the Poole Local Plan 2018, and the location of the new Nuffield Health Hospital, alongside the existing context of the surroundings and the charity's other freehold land ownership.

A green, treelined, car free central campus whose boulevard connects the two Universities, the local community and Slade Farm to the North, to the town and beach in the south. Bringing together the community, academics, students, clinicians, innovators, and entrepreneurs. A new public square as a focal point for meeting, greeting and interacting. A vibrant place to be, to socialise, to work, to play, to eat, drink and be entertained, to be young and grow old. A catalyst to attract digital, health and creative industries to Bournemouth and Poole.
The power of linking local, academic, entrepreneurial, clinical and creative communities, providing new jobs, retaining and attracting skilled people in the local area, whilst creating inspiring places for all, has been proven in the UK and globally. Examples include the Cambridge Biomedical Campus, University of the Arts of London at Kings Cross, The Frenchay Campus and FutureSpace in Bristol, the Malaga TechPark and Catalyst in Belfast.
The Charity is delighted that it is able to work with Nuffield Health, another charitable organisation in the local area, to bring a new state-of-the-art Nuffield Health Hospital to the Innovation Quarter and community.
The requirement for a new Nuffield Health facility is predominately driven by changing community needs. The existing Nuffield Health Bournemouth Hospital was the first Nuffield Health hospital in the UK. Opened in 1957, the facility now requires modernisation. Additionally, even within its existing restrictive facility, the Nuffield Health Bournemouth hospital team, in conjunction with Bournemouth University, is undertaking leading research that is influencing medical practice, particularly in joint replacement, worldwide.
The new Nuffield Health Bournemouth hospital will become known as a destination of clinical excellence and its co-location with Bournemouth University will strengthen links between the two organisations and maximise the collaborative opportunities available.
It is believed that this centre of excellence will attract other medical technology businesses as well as providing a much needed expansion of care in the region helping to reduce waiting lists.
