Talbot Place

Talbot Place is the opportunity for a fantastic public square acting as the link between the new Innovation Quarter, the two Universities, Talbot Village, Talbot Woods, and the model village beyond. This new space could provide high-quality public realm informed by community views, creating a focal point for meeting, greeting and interacting. A vibrant place to be, to socialise, to work, to play, to eat, drink and be entertained.

Talbot Way Boulevard

Talbot Way Boulevard would provide a tree lined north-south spine for pedestrians and cyclists connecting to existing uses to the north, such as the two Universities, the model village, and Slade Farm, to the Innovation Quarter and the town and beach to the south. The route would be separated from the HSA at its southern end by planting and landscape treatment. The boulevard would be an attractive tree-lined route for use by all, which, subject to community feedback, could include: 

  • Tree and hedgerow planting
  • Edible plants and trees
  • Benches
  • Shared surfaces for pedestrians and cyclists
  • Bike and scooter storage
  • Play equipment
  • Sculpture with permanent and temporary exhibition space
  • Running route and fitness opportunities

A community led farm

A new community led farm could be provided managed by a community organisation. The Farm could provide:  

  • Animal petting
  • Informal grazing space for animals
  • Community allotments
  • A destination for School Trips
  • Community gardening club and food growing 

Proposed buildings

A Detailed Planning Application will be submitted for the proposed Nuffield Hospital. This will include matters such as the detailed design of the building, window locations, building materials, access, servicing and parking arrangements. 

The proposals for the wider Innovation Quarter will come forward as an Outline Planning Application meaning it will deal with matters of principle such as the proposed uses, the scale and height of buildings, an indicative layout and access to the site.  More information regarding the illustrative design approach can be found on the Design Approach tab

The buildings shown within the Innovation Quarter, other than Nuffield, are therefore indicative and their detailed design will be shaped by future detailed planning application. Buildings would however reflect the parameters set-out in the Talbot Village SPD and could provide the unique opportunity for digital, health and creative industries to flourish.

The vision is focused around industries such as computer games manufacturers, mobile technologies, medical technology, cyber security, computer-generated animation, and film studios, clustered close to the universities. 

Supporting health and wellbeing

As the UK’s largest healthcare charity, Nuffield Health invests all its income back into its purpose to build a healthier nation. It delivers on this through its day-to-day services in 37 hospitals, 114 fitness and wellbeing centres, healthcare clinics, and over 200 workplace wellbeing services, and through a series of flagship programmes.

The Bournemouth hospital was Nuffield Health’s first hospital, opened in 1957. It currently employs more than 300 local professionals. The Nuffield Health Bournemouth team treats an average of 65,000 patients each year and, during the COVID pandemic, cared for thousands of NHS patients. Nuffield Health Bournemouth continues to support the local NHS Trust as part of the wider healthcare community response to the pandemic.

Nuffield Heath has the strongest links with the NHS today that it has ever had. Medical and healthcare professionals across the organisation and beyond perceive there to be a huge opportunity for the independent and public sector to continue to work closely for the benefit of all patients.  

Being more efficient across its portfolio of hospitals is a priority for Nuffield Health, particularly in response to the pandemic backlog and the growing and ageing population. With a greater need for services as people are living longer and facing increased long-term conditions, demand is highly likely to increase.

For Bournemouth, a new hospital will future proof the charity’s ability to deliver healthcare and wellbeing services that are needed by the local community and to support the wider local healthcare system, including supporting NHS.

Nuffield Health believes that the best healthcare should help prevent illness by looking after mind and body. It connects mental health support to hospital care to personal training, health assessments, GP services and physiotherapy.

The healthcare charity provides free health and wellbeing programmes in local communities across the UK by giving more people the tools they need to live a healthy life.

The masterplan also includes

 

Boosting the local economy 25,000sqm of commercial space, including 12,500 sqm for a new State of the Art Nuffield Health Hospital. The remaining 12,500sqm available to grow businesses related to medical technology, digital technologies and the creative arts.  

 

15m Buffer – A Buffer zone providing at least 15m from existing residential garden boundaries and a buffer of at least 40m from existing residential buildings 


Landscaped edge – native landscaping within the 15m buffer possibly providing a circular leisure route for walking.  


Protecting Talbot Heath – The aspiration is to transform half of the unproductive grazing fields (30 acres) into a Heathland Support Area to improve biodiversity of both this land and the adjacent Talbot Heath. As part of the Charity’s commitment to the environment the HSA would be delivered and managed for the long term regardless of any future planning decisions on adjacent land. 


Surface car parking – Surface parking for the Innovation Quarter uses is accessible via Purchase Road. Surface parking for Nuffield would be accessed from a new road linking to Cutler Close and the existing University car park access. 


The properties at Mansel Close are an important part of the Charity’s work, managed on its behalf by Ability Housing. These properties will be retained. The Charity is keen to hear from residents how their quality of life could be enhanced by new facilities in the Innovation Quarter and at Talbot Place.
