
Our Updated Proposals
We are delighted to bring forward these updated proposals, which will address the local critical need for HGV Parking spaces, extend the electric vehicle charging network and provide jobs for local Basingstoke residents.
Whilst our previous application is still being considered by Basingstoke and Deane Borough Council, these new proposals offer an alternative scheme - designed to our fit-for-the-future standards – in response to future transport needs, should both applications be approved.
The details of our previous application can be found on the Basingstoke and Deane Borough Council planning portal, using the reference number 17/03487/FUL and our new application using the reference number 25/00754/OUT. We will continue to liaise with the statutory consultees and council officers to develop our proposals to deliver an effective scheme.

High-Quality Amenity Building
Basingstoke Services will feature a sustainable, fit-for-the-future, high-quality amenity building and fuel-filling station. In order to promote sustainability, the main amenity building will incorporate:
- High-quality low carbon design, sustainably constructed
- A green living roof to increase biodiversity and blend with the surrounding environment
- Rainwater harvesting, waste reduction, and recycling measures
- 10% Biodiversity Net Gain (BNG) across the site, creating thriving new habitats for wildlife
Basingstoke Services benefits from a high-quality design which reflects and responds to the surrounding landscape. The site layout has been designed to integrate into the existing landscape, with the focal point of the site being a light and airy amenity building, providing a welcoming space for motorists to rest and relax. Building design will also take account of increased dwell times from the use of EVs, ensuring the right facilities are in place to make stopping to recharge easy and convenient.
We have designed Basingstoke Services with sustainability in mind and will feature a low carbon building design, targeting a BREEAM excellent standard for sustainable construction. As well as a vibrant green living roof, we are also planning to install solar panels on the roofs of both the car fuel filling station and the HGV fuel filling station to generate renewable energy on-site.

EV Ready from Day One
Basingstoke Services will offer over 580 parking spaces, including 78 EV charging spaces available from day one. The remaining spaces will be fitted with the appropriate infrastructure to support future EV charging, ensuring adaptability to meet future transport needs, subject to grid capacity.
Additionally, the site will include 24 motorcycle parking spaces, 17 caravan spaces, and 10 coach spaces. While designed to be fit-for-the-future, the site will also provide traditional petrol and diesel refuelling through on-site filling stations.

New HGV Parking Spaces
Our proposals will introduce around 105 new HGV parking spaces, addressing the critical local shortage and providing HGV drivers with a safe and secure location for overnight stays. Drivers will also have access to essential welfare facilities, including toilets, showers, and hot food.
From day one, the site will offer 8 rapid charging spaces for electric HGVs, with the remaining spaces equipped to be easily upgraded for fast and slow E-HGV charging as the demand for this increases.
In response to feedback from our previous consultation, we have removed the proposed hotel and drive-thru, allowing for additional HGV and E-HGV parking. This ensures the facility is prepared to meet the growing demand for zero-emission haulage while offering increased convenience and accessibility for motorists.

Landscape and wildlife
Landscaping and planting are an important part of the overall design of the site, an extensive landscaping masterplan will be developed to enhance views from within the site while effectively screening it from the surrounding areas. This plan will include the creation of ponds, grasslands, and extensive tree planting, creating diverse habitats for local wildlife.
A landscaped plaza, complete with a water feature and seating areas, will seamlessly integrate with outdoor spaces that offer picnic benches and play equipment.
