A sustainable new community in South West Rugby.

Homestead View in the Local Plan

Homestead View is the name of the South West Rugby Sustainable Urban Extension.

South West Rugby was allocated as part of Rugby Borough Council’s Local Plan 2011 to 2031 (adopted June 2019), to provide around 5,000 homes and 35 Hectares of employment land. The South West Rugby Supplementary Planning Document (adopted June 2021) provides additional guidance to help shape the delivery of the site.

Homestead View intends to address the area’s growing housing needs by creating a new community and fulfil Rugby Borough Council’s ambitions for the site with new housing, employment space, community facilities and highway infrastructure. This will include new primary schools and a secondary school, healthcare facilities and a new local centre with shops and community spaces.

Homestead View will also deliver key road improvements – such as the Homestead View Link Road - to alleviate traffic congestion in and around Dunchurch, as well as new cycle and pedestrian linkages throughout the development.

The land forming Homestead View is under the control of several different developers forming a Consortium, as detailed in the plan below:

Homestead View Link Road

In August 2022, Homes England submitted a planning application to Rugby Borough Council for the Homestead Link Road and its associated landscaped green corridor. The delivery of this road is a key factor in unlocking the South West Rugby development and the delivery of homes, employment land and community facilities.

The link road will address current transport issues, particularly at Dunchurch Crossroads and support the development. The landscaped buffer will include public open space, wildlife areas, footways and cycleways to promote health and well-being, enhance biodiversity and offer safe crossings for people and wildlife. 

The application for the Homestead Link Road received Planning Committee approval in March 2024.

Homestead Community Spine Road

Connecting to the Homestead Link Road, will be the new Community Spine Road. A planning application was submitted by Homes England in September 2024. It will provide a bus service through Homestead View, connecting new and existing residents to the new local centre, new schools, new community and health facilities.

Urban & Civic (Formerly L&Q Estates) 

Urban & Civic, formerly known as L&Q Estates, submitted an Outline planning application in March 2019 for the development of up to 210 homes, a new 2-form entry primary school, public open space and associated infrastructure. This application was approved in December 2022 and will form the first phase of residential development on Homestead View. 

A detailed application will be submitted in due course.

Tritax Symmetry

Tritax Symmetry are the developers of the employment land allocation, which will be known as Symmetry Park, Rugby. Construction of these units has already started, with the first phase scheduled to be completed in 2024. When completed, Symmetry Park Rugby will comprise of up to 2 million square feet of logistics floor space. View a timelapse of the progress at Symmetry Park, Rugby here.
